4. REPORTS & DISCUSSION

4.1 Testing Wrap-Up for Phase 1
Dr. Sandra Powell, Director of Curriculum, Instruction and Federal Grants

PARCC/AIR Round 1 of Testing started February 17 - March 20;

  • Approximately 1175 students participated in the HS, MS & IS;
  • All students tested in Grades 3 - 8 in English/Langage Arts & Math tested for a total of 4 days;
  • Students in Grades 4, 5, 6, 8 & 9 tested for one additional day in Science or Social Studies;
  • Several students "opted out" of new state testing (15) among the 3 buildings;

PARCC/AIR Round 2 of Testing will begin April 14 - May 15.


4.2 Concession Stand Discussion with Booster Club

Booster Club representatives will present information about concession stand renovation project.


5. SUPERINTENDENT'S RECOMMENDATIONS - PERSONNEL

Approve the employment of the following personnel contingent upon subsequent receipt by the Board of a satisfactory criminal record check from the Bureau of Criminal Identification and Federal Bureau of Investigation as required by law and applicable state certification:

Approve Leslie J. Justice as 2.5 hour Cook in the Primary School, effective March 30, 2015. Salary to be based upon the Cook Payscale for 2014-2015 school year.

9. RESOLUTION - ENSURE GREATER ACCOUNTABILITY AND TRANSPARENCY FOR OHIO CHARTER SCHOOLS

WHEREAS, Good local schools are critical for attracting and retaining residents to Ohio’s communities; and

WHEREAS, A strong and fiscally sound local school system has provided the educated citizenry necessary to maintain the American democracy; and

WHEREAS, A fully funded, thorough and efficient, system of public education is mandated by Ohio’s Constitution; and

WHEREAS, State funding for Ohio’s traditional public school districts declined by $515,000,000 in 2014-2015, compared to the 2010-2011 school year; and

WHEREAS, Charter schools have been a part of the educational mix in Ohio for more than a decade; and

WHEREAS, Originally introduced as a way to provide quality educational options to students in public schools, charter schools have expanded and now serve more than 120,000 students statewide, at a cost of over $900,000,000 in state funding each year; and

WHEREAS, Charter school state funding, regardless of charter school quality or performance, is paid for through reduction from traditional public school funds; and

WHEREAS, In many ways, Ohio’s charter school sector has not lived up to their promise of a better education at a lower price, with only 1 in 10 Ohio charter school students attending a school rated high performing; and

WHEREAS, The public has limited access to information about how taxpayer dollars are spent by charter school operators, many of whom operate for profit and receive more state funding per pupil than traditional public schools, even while maintaining lower overhead costs; and

WHEREAS, Ohio law exempts charter schools from more than 200 requirements that other traditional public schools must follow; and

WHEREAS, The impact of the loss of funding from traditional schools to charter schools has impacted Galion’s ability to provide quality educational services to children and its community;

NOW, THEREFORE, IT IS HEREBY RESOLVED

That the Galion City Schools Board of Education urges the Governor of Ohio and the Ohio General Assembly to enact meaningful governing laws to ensure greater accountability and transparency among Ohio’s Charter schools and stop the proliferation of poor performing schools that drain valuable resources from Ohio’s public education system while allowing high performing schools offering unique education options to continue.
