COLLECTIVE BARGAINING AGREEMENT - GALION EDUCATION ASSOCIATION
Approve a one-year Collective Bargaining Agreement with the Galion Education Association effective August 15, 2013 through August 14, 2014 to include a zero percent salary increase on the base.

Page 7 and page 11 - Mrs. Kuns asked for clarification on C-3 - "the Board shall perform" - it is recommended that the statement be changed to "there shall be"
on page 11 - "the Board shall evaluate" - it is recommended that the statement be changed to "
Brian Owens and Robert Zeisler suggest that the Board approve the contract as is then process an MOU for language revision on these two statements.
Mr. Long made a statement to the GEA members that his viewpoint of the new evaluation process is a tool to assess and discuss further growth and development of our teachers and administrators.

COLLECTIVE BARGAINING AGREEMENT - OHIO ASSOCIATION OF PUBLIC EMPLOYEES LOCAL #370
Approve a one-year Collective Bargaining Agreement with the Ohio Association of Public School Employees Local #370 from Juy 1, 2013 through June 30, 2014 to include a zero percent increase on the base salary.

Mr. Long is concerned about the blizzard bags procedure and time off - would like to see this issue addressed this year.

BOARD POLICY -SECOND READ
Approve the Second Read of the attached Board Policy for Substitute Secretaries at the Administrative Center.

Administrative Secretary Substitute
In addition to the recommendation for the Board of Education to approve the 2nd read of the substitute policy, it is recommended that the Board of Education also approve an hourly rate of $12.00 to be paid to substitutes filling the administrative support positions.
It is also recommended that the Board of Education agree to make a change to the verbage of the policy to give authority to hire administrative support positions to the Superintendent and/or Treasurer for positions that are responsible to the Administrative office and/or Treasurer's office.

Mr. Long questioned the rate of $12.00 - he expressed his concern that it was not competitive with the city substitute rate and could deter applicants. Treasurer explained that this was a starting point and the rate could be addressed at any time in the future if it needs to be.
Conversation took place concerning changing the verbage and it was agreed upon.
