3. PRESENTATIONS

3.1 Financial Analysis
Barbara Bechtel and Robert Foss, Fiscal Consultants for the Ohio Department of Education

The report was reviewed by Robert Foss, Fiscal Consultant for the Ohio Department of Education.

Jamie Maguire was concerned with payroll expenditure on one slide.  It was determined that slide stated payroll as percentage of operating expense on slide but it is actually percentage of operating revenue.

Sue Jarvis asked what is healthy ending cash balance?  ODE doesn't have a definite percentage. They do recommend a balance equal to at least one month payroll expense.  Mr. Foss stated it is a district by district decision. 

The Treasurer stated that this analysis was prepared before reductions were made in May by the Board of Education.


3.2 Staffing Analysis

Dr. Jenney reviewed a PowerPoint presentation which included data from the ODE report prepared by Bill Toney, Region 9 Area Coordinator.

Sue Jarvis asked how many certified staff this year? The Treasurer stated 125 this year.  They discussed that 20 teachers were affected by the reduction in force; one classified staff was affected by the reduction this year and that significant administrative reductions were also made for FY13.


3.3 Fiscal Oversight - Caution, Watch and Emergency Criteria
Roger Hardin, Assistant Director of Finance Program Services for the Ohio Department of Education Center for School Options and Finance

Minutes

Roger Hardin from ODE reviewed his PowerPoint presentation on fiscal caution, watch and emergency criteria.  He also suggested looking at the benchmark report on ODE's website.

Dennis Long, Board President, mentioned that he doesn't know what can be harder than staffing cuts we've made the last two years.  

Roger Hardin stated that the next $1,000,000 in cuts is even harder to make.  The District still has to maintain standards required by the State.  Minimum standards don't require extracurricular activities.

George McElligott, board member, asked if charter school teachers are required to have same standards as public school teachers?  Roger Hardin replied he believes so.

Chris Cletzer inquired if other school districts compared to in the ODE analysis were ever in watch or emergency?  Roger Hardin mentioned that many have been and that Galion is not alone with financial difficulties.  Most districts are in caution because they are spending more than they are receiving in receipts.

Other topics reviewed included number of students open enrolled out to other districts, when funding from casinos might be available for schools, insurance costs and if there were any statewide initiative, federal health care issues and getting our insurance committee more active.

Cindy Reece asked if there was a plan for engaging parents?  She is saddened that not more parents here tonight.  She asked if the students leaving were the high academic achievers?  We need to get the word out to the community on how are students are performing.

Dennis Long reminded that is Galion rated as excellent.  Students here are doing a good job.

Roger Hardin mentioned that school finance involves many laws.  Our district needs to increase revenue, decrease expenditures or a combination of both.  ODE will look at our October forecast and if ending cash balance is similar, we will be declared in fiscal caution.  We need to spread the word to the community that this is a serious issue.  ODE wants to help us stay out of fiscal emergency.

Fred Rinehart asked what to communicate to the community, how to communicate to the community because we want to continue to serve the students of Galion City Schools.

Dennis Long stated that teachers and principals have the most contact with parents.  We need to get staff informed so parents and community receive the correct message. We realize the community is concerned about more taxes. We need to let them know that we are doing a good job, staffing cuts were difficult but doesn't have to do with quality of teachers, and we need to make Galion a school of choice. Parents need to be comfortable bringing students here.

7.5 ADDENDUM ITEM - Property, Fleet and Liability Insurance Premiums

Property, Fleet, and Liability Insurance Premiums

Approve purchasing property, liability and auto/fleet insurance administered by Hylant Administrative Services, LLC with coverage provided by the Ohio School Plan from July 1, 2012 through July 1, 2013 as follows:

  • Property Insurance with blanket limit of insurance of $71,502,610 with $1,000 deductible and 100% coinsurance at replacement cost for $35,254.00 premium.  This premium also provides equipment breakdown coverage to property limits.  Electronic data equipment, Inland marine coverage and commercial crime for employee theft, forgery and alteration, computer fraud and theft of money and securities inside and outside are in this premium.  

 

  • Violence insurance with coverage of $1,000,000 per act and $1,000,000 aggregate limit for $727.00 premium. 

 

  • General Liability Insurance with coverage of $5,000,000 per occurrence and $7,000,000 in aggregate for $8,577.00 premium.  This coverage also includes sexual abuse injury; employers’ liability; fiduciary liability;  legal liability; cyber coverage third party liability; cyber coverage first party computer security liability; and pollution liability.  

 

  • Auto/Fleet Insurance with insurance limit for scheduled vehicles and Auto/Fleet Liability Insurance with coverage of $5,000,000 bodily injury liability and property damage liability combined single limit;  $1,000,000 uninsured/underinsured motorists; and $1,000 comprehensive deductible and $1,000 collision deductible for buses and $500 comprehensve deductible and $500 collision deductible for other vehilcles for $9,585.00 premium.  This premium includes replacement cost for buses 10 years old and newer.

Agree to membership in the Ohio School Plan and will abide by the Joint Self-Insurance Agreement and the Code of Regulations.

8.2 Addendum to RC Therapy Contract

Approve an addendum to the contract with RC Therapy Services to extend the school year services into Summer 2012 at 2.5 hours per week for 6 weeks at a rate of $59.00 per hour not to exceed the amount of $885.00.


8.3 MOESC Treasurer Search Services

Approve a contract with Mid-Ohio Educational Service Center to conduct the Galion City School District's Treasurer search. Contract to include services for job posting, application review, first round interviews, and reference check on finalist not to exceed the amount of $2,000.00.


9. AGREEMENT - Board of Health of City of Galion
