2. RECOGNITION

2.1 Recognition of the 2014 Governor's Art Exhibit Regional Winners

Recognize the following Regional Winners of the 2014 Governor's Art Exhibit:  Conner Campbell, Kirsten Ensman, Caleb Haley, Searah Melvin, Natasha Najera, Molly Powell, Adam Rinehart, Chelsea Shifley, Seth VanDine, and Sheridan Webb. Art Teacher Linda Wilson. Regional Exhibit was held at the Mansfield Art Center.

Fortunate to have 10 of our students in the 2014 Governor's Art Exhibit and we want to recognize the student's accomplishments.


2.2 Galion City School District Honorable Mentions

Recognize the Galion City Schools Food Service Department Director and Staff for their outstanding work serving the children of our district healthy meals. The Children's Hunger Alliance published the Ohio School Breakfast Scorecard and Galion School District scored in the top 25 of Districts with 1,000 or more students for highest Breakfast participation rates and in the top 5 grades 9-12 schools.

Recognize the Galion City Schools Treasurer's Department staff members for being awarded the Ohio Auditor of State Award again this year. This award is presented for excellent record keeping and exemplary financial reporting in acordance with the Generally Accepted Accounting Principles (GAAP). Entities that receive this award meet the following criteria of a "clean" audit report:  file timely financial reports with the Auditor of the State's office, The audit reports could not contain any findings for recovery, material citations, weaknesses, deficiencies, Single Audit findings or questioned costs. The District's management letter could contain no comments related to Ethics referrals, questioned costs, reconciliations, timely submissions, findings for recovery less than $100, public meetings or public records.

Adopt resolution to abolish the position of Secretary II - Transportation.

ADDENDUM ITEM - Approve Amanda E. Abram as Administrative Secretary II for the Administrative Center, effective June 1, 2014. Salary to be based upon the Administrative Secretary II Payscale.


10.5 Retire-Rehire

Approve Julia K. Hoffman for the retire-rehire plan option #2. Retiree will be rehired with a one-year limited contract at step 10 with the degree level held before retiring and will receive the Board provided insurance benefits as defined by the GEA Collective Bargaining Agreement. The retiree will not resume nor be eligible for continuing contract status during any period of employment with the district.


10.6 Local Professional Development Committee

Authorize the Treasurer to pay committee members $250.00 and the Chairperson $400.00. The GEA  members are appointed by the Association President (with approval of the executive committee). The Superintendent appoints administrative members. The members for the 2014-2015 school year are as follows:

11.2 Bond Payments

Recommend that the Galion City School District Board of Education approve the following bond payments:

1.  School Improvement Bond Series 2006 (OSFC Project) interest of $837.50 and principal of $0 due June 1, 2014 to be paid from the bond retirement fund.

2.   School Improvement Bond Series 2013 (OSFC Project) interest of $100,256.89 and principal of $0 due June 1, 2014 to be paid from the bond retirement fund.

3. School Improvement Bond Series 2014 (OSFC Project) interest of $14,665.01 and principal of $0 due June 1, 2014 to be paid from the bond retirement fund.

4.  Energy Conservation Improvement Bond Series 2010 Federal Tax Qualified School Construction Bond (HB264) interest of $9,562.50 due June 1, 2013 and receipt of federal interest payment reimbursement of $8874.00. All transactions will be recorded in the bond retirement fund. Net interest cost to the District is $688.50 for the Energy Conservation.

$63,168 from General Fund(001) to the Permanent Improvement Fund(003) to finish the portion of set-aside required for FY2014.

$9,562.50 from General Fund(001) to the Bond Retirement Fund(002) to pay the interest portion of the HB264 Energy Conservation Bonds. $8,874. will be reimbursed from the Federal Government and deposited back into the General Fund as a reduction of expenditure.

$80,801 from the General Fund(001) to the Severence/Termination of Benefits Fund(035) to cover the balance of severance dollars to be paid to 2014 retirees.


11.4 2014-2015 Elementary School Fees

18. RESOLUTION - OHIO HIGH SCHOOL ATHLETIC ASSOCIATION

Adopt the following resolution authorizing membership in the Ohio High School Athletic Association (OHSAA) for the 2014-2015 school year:

WHEREAS, Galion City School District of 470 Portland Way North, Galion, Ohio, Crawford County, Ohio has satisfied all the requirements for membership in the Ohio High School Athletic Association, a voluntary not-for-profit association; and

WHEREAS: the Board of Education and its Administration desire for the schools with one or more grades at the 7-12 grade level under their jurisdiction to be voluntary members of the OHSAA;

Now, Therefore, be it resolved by the Board of Education of the Galion City School District that all schools listed shall be members of the OHSAA and that the Constitution, Bylaws, and Sports Regulations of the OHSAA shall be approved and adopted by this Board of Education for its own minimum student eligibility standards. The Board of Education reserves the right to raise the eligibility standards as the Board deems appropriate;

Be it further resolved that the schools under this Board’s jurisdiction agree to conduct their athletic programs in accordance with the Constitution, Bylaws, and Sports Regulations of the OHSAA. Furthermore, the schools under this Board’s jurisdiction agree to be primary enforcers of the Constitution, Bylaws, and Sports Regulations and their interpretations.
