 A RESOLUTION OF THE BOARD OF EDUCATION OF THE GALION CITY SCHOOL DISTRICT OF CRAWFORD, MORROW, AND RICHLAND COUNTIES, OHIO, DETERMINING TO SUBMIT TO THE ELECTORS OF SAID SCHOOL DISTRICT THE QUESTION OF LEVYING AN ADDITIONAL TAX FOR THE PURPOSE OF CURRENT EXPENSES PURSUANT TO SECTION 5705.21, REVISED CODE OF OHIO.

( MET IN SPECIAL SESSION ON )

WHEREAS, on April 17, 2013, pursuant to the requirements of R.C. 5705.03(B), this Board adopted a resolution to certify to the Auditor of Crawford County, Ohio, a request that she certify to this Board the current tax valuation of this school district and the dollar amount of revenue that would be raised by the levy of an additional tax of eight (8.0) mills for current expenses, and

WHEREAS, on May 2, 2013, said Auditor certified to this Board that the total current tax valuation of this district is $159,334,550.00 and that the levy of an additional tax of eight (8.0) mills for current expenses and will generate $1,274,676.00 in revenue per year.

NOW, THEREFORE, BE IT RESOLVED by the Board of Education of the Galion City School District two-thirds (2/3) of all its members concurring:

1.       THAT this Board hereby finds and determines that the amount of taxes which may be raised within the ten mill limitation by levies on the current tax duplicate will be insufficient to provide an adequate amount for the present and future requirements of this school district.

2.         THAT it is necessary to levy an additional tax in excess of the ten mill limitation pursuant to Section 5705.21, Revised Code of Ohio, for the purpose of the CURRENT EXPENSES of the school district at a rate not exceeding eight (8.0) mills for each one dollar of valuation which amounts to Eighty Cents ($0.80) for each one hundred dollars of valuation for a five year period of time beginning with the current tax year 2013 and including 2014, 2015, 2016 and 2017.

3.         THAT this question shall be submitted to the electors of this school district at a special election to be held on August 6, 2013.

4.         THAT the Treasurer of this district shall certify a copy of this Resolution, the Resolution adopted April 17, 2013, and the County Auditor’s Certificate issued pursuant thereto to the Board of Elections of Crawford County, Ohio, immediately after its passage, and request that said Board prepare the ballots and make such other arrangements as are necessary for the submission of this question to the electors of this district all in accordance with law.

5.         THAT said levy be placed upon the tax list of the current year 2013 and thereafter, if a majority of the electors voting thereon vote in favor thereof.

6.              THAT the form of ballot to be used in said election shall be substantially as follows:

A majority affirmative vote is necessary for passage.

An additional tax for the benefit of the Galion City School District for the purpose of CURRENT EXPENSES at a rate not exceeding Eight (8.0) mills for each one dollar of valuation which amounts to Eighty Cents ($0.80) for each one hundred dollars of valuation for a five-year period of time commencing in 2013, first due in calendar year 2014.

Jennifer Kuns stated that 8.0 mills is not enough. The district is in deficit spending and needs to request what it needs to operate.

Mr. Zeisler stated that as a board, we know we need money but community is saying to us that "we want excellent schools but you have to do it with no additional money." He stated that he has been on the board for 10 years and the community has not approved operating money in that time. Costs to educate increase, but community does not support.

Mr. McElligott stated that the parents of our students are not supporting the good things being done and that is represented with the 569 yes votes last night.

Board is in favor of allowing state to take over if August 9.4 levy does not pass. Board will try again in November if August does not pass. If that happens then obviously that is what the community is saying it wants.

Mr. Owens stated that we need to continue on our attempts to educate the public. Public still thinks we are using pay to play, and building a bus garage. Obviously not informed and still bringing up old topics.

Mr. McElligott would like to see organized attempt to get the community educated and this levy passed. (example: signs, mailings, phone calls, etc.)

Mrs. Kuns stated this is a hard choice. It will cost us money to go on the August ballot, but if we pass it, then the state doesn't take over and make extensive cuts on top of what the district has already cut. 

Mr. Zeisler stated that we need to go back on ballot in August and we need to take every shot we can. We owe that to our students and staff members.

Mrs. Kuns stated that we would not be in this position if we had not had a repeal.

Board discussed successes in the past for Bond money. They are prepared to take action to do the same again for the August levy.
