    Approve the employment of the following personnel contingent upon subsequent receipt by the Board of a satisfactory criminal record check from the Bureau of Criminal Identification and Federal Bureau of Investigation as required by law and applicable state certification:


    5.1 Classified Resignations

    Accept the resignation of Isaac Kilgore, Night Custodian at Galion Intermediate School, effective October 28, 2016.

    Accept the retirement resignation of Theresa A. Adkins, High School Cook, effective July 1, 2017 with June 30, 2017 being the last day of employment.

    Accept the resignation of Kelli S. Rinehart, EMIS Coordinator/Executive Secretary at the Administration Center, effective November 25, 2016.

    ADDENDUM ITEM Accept the retirement resignation of Margie Sebrell, Galion Primary School Secretary II, effective July 1, 2017 with June 30, 2017 being the last day of employment.

    Approve Isaac Kilgore as Head Custodian at the Galion Middle School, effective October 31, 2016.  Salary to be based upon the Head Custodian Salary Schedule for the 2016-2017 school year.

    Approve Regina A. Jutz as Secretary I at the Galion Middle School, effective October 31, 2016. Salary to be based upon the Secretary I Salary Schedule for the 2016-2017 school year.

    6.1 Galion Building and Loan

    Accept a donation of Texas Instruments TI-30X solar calculators to all Grade 6 and New Grade 7-8 students at the Galion Middle School.


    6.2 Crawford County Partnership for Education & Economic Development

    Accept a donation of $64,735.72 from the Crawford County Partnership for Education and Economic Development to be used for the Leader in Me Program.


    7. RESOLUTION ACCEPTING THE AMOUNTS & RATES AS DETERMINED BY THE BUDGET COMMISSION & AUTHORIZING THE NECESSARY TAX RATES AND CERTIFYING THEM TO THE COUNTY AUDITOR

    WHEREAS the Budget Commission of Crawford County, Ohio, has received the necessary tax information from all political subdivisions for the next succeeding fiscal year commencing January 1, 2017; and

    WHEREAS the Budget Commission of Crawford County, Ohio, has received from each entity the necessary information to establish said rates and

    WHEREAS the Budget Commission of Crawford County, Ohio, has certified its action thereon to this political subdivision together with an estimate by the County Auditor of the rate of each tax necessary to be levied by this political subdivision and what part thereof is without, and what part within, the ten mill limitation; therefore be it

    RESOLVED by Galion City School District that the amounts and rates, as determined by the Budget Commission in its certification, be and the same are hereby accepted; and be it further

    RESOLVED that there be and is hereby levied on the tax duplicate of said County the rate if each tax necessary to be levied within and without the ten mill limitation as indicated above, and be it further

    RESOLVED that Galion City School District approved said rates on November 17, 2016.


    8. RESOLUTION AUTHORIZING THE PURCHASE OF REAL PROPERTY

    WHEREAS, section 3313.37 of the Revised Code authorizes the Board of Education of the Galion City School District (the “Board”) to purchase real property; and

    WHEREAS, the Board has negotiated the purchase of certain real estate (the “Property”) identified in Exhibit A from the Jean B. Hesby Estate and Thomas V. Ruta and Roy L. Benscon, co-executors of the Estate of Jean B. Hesby (the “Sellers”); and

    WHEREAS, the specific property to be purchased and terms of the negotiated purchase agreement between the Board and Sellers are more fully set forth in the purchase agreement which is attached hereto and incorporated herein as Exhibit A; and

    WHEREAS, the Board has conducted its due diligence and found that the Property will satisfactorily meet the needs of the Board for its intended use; and

    WHEREAS, the Board now resolves to authorize the purchase of the Property.

    NOW, THEREFORE, BE IT RESOLVED by the Board of Education of the Galion City School District as follows:

    SECTION I  The Board hereby authorizes and approves the purchase agreement that is attached hereto and incorporated herein as Exhibit A for the purchase of the Property identified therein.

    SECTION II  The Board President, Superintendent and Treasurer are hereby authorized and directed to take all actions necessary to execute and implement the purchase agreement attached hereto and incorporated herein as Exhibit A for the purchase of the Property. 

    SECTION III  IT IS FOUND AND DETERMINED that all formal action of this Board concerning or related to the adoption of this Resolution was adopted in an open meeting of this Board, and all deliberations of this Board and any of its committees that resulted in such formal actions were adopted in meetings open to the public, in compliance with all applicable requirements of the Ohio Revised Code.


    9. BOARD OF EDUCATION GALION CITY SCHOOL DISTRICT CRAWFORD, MORROW AND RICHLAND COUNTIES, OHIO

    RESOLUTION

    AUTHORIZING THE USE OF A PORTION OF THE PROCEEDS OF OBLIGATIONS, IN THE ESTIMATED PRINCIPAL AMOUNT OF NOT TO EXCEED $750,000 DATED NOT EARLIER THAN JANUARY 1, 2017, TO BE ISSUED FOR THE PURPOSE OF CONSTRUCTING, IMPROVING, EQUIPPING, AND FURNISHING SCHOOL FACIILITIES; TO REIMBURSE THE SCHOOL DISTRICT’S GENERAL OR PERMANENT IMPROVEMENT FUND FOR MONEYS PREVIOUSLY ADVANCED FOR SUCH PURPOSE; AND AUTHORIZING AND APPROVING RELATED MATTERS

    WHEREAS, the School District may advance costs for the above-referenced purpose (the "Project") from its General or Permanent Improvement Fund; and

    WHEREAS, the School District desires to reimburse any such costs with a portion of the proceeds of bonds, bond anticipation notes or other securities hereafter to be issued (the "Obligations");

    NOW THEREFORE BE IT RESOLVED BY THE BOARD OF EDUCATION OF THE GALION CITY SCHOOL DISTRICT, CRAWFORD, MORROW AND RICHLAND COUNTIES, STATE OF OHIO, THAT:

    Section 1:  The School District intends that this resolution shall constitute an "official intent" for purposes of Section 1.150-2(e) of the Treasury Regulations prescribed under the Internal Revenue Code of 1986, as amended, and declares its intention to use a portion of the proceeds of the Obligations to reimburse the School District for expenses of the Project advanced from its General or Permanent Improvement Fund.

    Section 2:  It is hereby found and determined that all formal actions of this Board concerning and relating to the passage of this resolution were taken in an open meeting of this Board, and that all deliberations of this Board and of any of its committees that resulted in such formal action, were in meetings open to the public, in compliance with all legal requirements including Section 121.22 of the Ohio Revised Code


    11. EXECUTIVE SESSION

    An executive session is requested for one or more of the following matters to:

    __XX___ a. consider the appointment, employment, dismissal, discipline, promotion, demotion, or compensation of a public employee or official, or to consider the investigations of charges or complaints against a public employee, official, licensee or "regulated individual"; unless the person being investigated of charges or complaints requests a public hearing;

    _____ c. confer with the public body's attorney for the purpose of considering disputes if a court action concerning the dispute is either pending or imminent;

    _____ e. consider matters required by federal laws, or rules, or state statutes to be kept confidential;

    _____ f. consider specialized details of security arrangements if the information could be used for criminal purposes.
