    9. * RESOLUTION ESTABLISHING EDUCATIONAL REQUIREMENTS FOR SUBSTITUTE TEACHERS FOR THE 2021-2022 SCHOOL YEAR

    WHEREAS the issuance of a substitute teaching license requires an applicant to meet certain educational requirements, which minimally include a post-secondary degree; and

    WHEREAS, on October 28, 2021, Governor DeWine signed into law Ohio Senate Bill 1 (“S.B. 1”) as emergency legislation. Section 4 of S.B. 1 provides that the Board may employ a person who does not hold a post-secondary degree as a substitute teacher for the remainder of the 2021-2022 school year provided that they meet specific requirements. Section 4(B) of S.B. 1 specifically provides at pertinent part that a board may employ an individual who does not hold a post-secondary degree as a substitute teacher, for the 2021-2022 school year only, provided that the individual also meets the following requirements:

    (1) The individual meets the district's or school's own set of educational requirements.

    (2) The individual is deemed to be of good moral character.

    (3) The individual successfully completes criminal records check as prescribed in section 3319.39 of the Revised Code.

    WHEREAS, consistent with Section 4(B) of S.B. 1, the Board desires to establish its own set of educational requirements to employ substitute teachers for the 2021-2022 school year.

    THEREFORE, BE IT RESOLVED, by the Board of Education of the Galion City Schools District, that:

    Section 1. Notwithstanding any policy, administrative guideline, or job description to the contrary, the Board modifies its educational requirements for the employment of substitute teachers, for the 2021-2022 school year only, such that it may employ as a substitute teacher an individual who does not hold a bachelor’s degree provided that:

    (A) the individual meets the educational requirements for the employment for substitute teachers as follows: The individual possesses an associate degree or higher from an accredited institution of higher education, or completes at least two years of coursework at an accredited institution of higher education (defined as forty-eight (48) semester hours or seventy-two (72) quarter hours).

    (B) the individual is deemed of good moral character.

    (C) the individual successfully completes a criminal background check as prescribed by R.C. 3319.39; and

    (D) the individual satisfies all other applicable requirements and procedures contained in the Revised Code and the Administrative Code with respect to that individual’s qualifications to be a substitute teacher.

    Section 2. It is hereby found and determined that all formal actions of this Board concerning and relating to the adoption of this resolution were adopted in an open meeting of the Board, and that all deliberations of this Board and any of its committees that resulted in such formal actions were in meetings open to the public, in compliance with all legal requirements, including Section 121.22 of the Ohio Revised Code and any amendments thereto.


    10. * PUBLIC NOTICE - 2022-2023 DISTRICT CALENDAR

    Recommend to hold a public hearing on the 2022-2023 Galion City Schools District Calendar and approve the first reading of the proposed calendar, as attached:


    11. * BOARD DESIGNATIONS

    11.1 President Pro-Tem Appointment

    Recommend the Board elect Mike Mateer as President Pro-Tem for the Organization Meeting in January to lead the meeting until the Board elects a President for 2022.


    11.2 January 2022 Organizational & Regular Meetings

    Recommend the Board set the date of the Organizational Meeting of the Galion City Board of Education for Tuesday, January 11, 2022 at 6:15 p.m. at the Galion Middle School Computer Lab. 

    Recommend the Board set the date of the Regular Board of Education meeting for January 11, 2022 at 6:30 p.m., to take place immediately following the Organizational Meeting on January 11, 2022, at the Galion Middle School Computer Lab.


    12. * FIELD TRIPS

    Recommend to approved the following tentatively scheduled High School Field Trip for the 2021-2022 school year:

    • March 14, 2022 - French III and IV class trip to French Restaurant, La Chatelaine, in Worthington, OH

    An executive session is requested for one or more of the following matters to:
    _____ a. consider the appointment, employment, dismissal, discipline, promotion, demotion, or compensation of a public employee or official, or to consider the investigations of charges or complaints against a public employee, official, licensee or "regulated individual"; unless the person being investigated of charges or complaints requests a public hearing;

    _____ c. confer with the public body's attorney for the purpose of considering disputes if a court action concerning the dispute is either pending or imminent;
