    3. RECOGNITION

    Special thanks to the following individuals for painting murals on walls at the Middle School over a two week period this summer (see attached):

    5. FINANCIAL RECOMMENDATIONS

    5.1 Resolution - Debt Service Payment

    Recommend to approve $46,000 appropriation for fiscal year 2019 relating to debt service only on new bas garage/athletic facility, from unappropriated funds to be deposited or currently on deposit in the permanent improvement fund and/or the general fund, to pay the cost of lease payments due or coming due under the Lease-Purchase Agreement for the initial lease term ending June 30, 2019, which lease-purchase financing was previously approved by the Board of Education by a resolution passed on December 19, 2017.


    5.2 Permanent Appropriations

    Recommend to approve permanent appropriations for the year ending June 30, 2019 to be submitted to the Crawford County Auditor by October 1, 2018.


    5.3 Amended Estimated Resources

    Recommend to approve amended estimated resources for the year ending June 30, 2019, to be filed with the Crawford County Auditor by October 1, 2018.


    6. DONATIONS

    6.1 Donation- Community Foundation for Crawford County

    Recommend to accept donation of $1,400.00 from the Community Foundation for Crawford County for the benefit of Galion Community Education Association, for further benefit of the Galion High School Show Choir Camp.  


    6.2 Grant Donation- America's Farmers Grow Rural Education and the Monsanto Fund

    Recommend to accept a grant donation of $10,000.00 from America's Farmers Grow Rural Education and the Monsanto Fund for the Middle School Competition Robotics Team.


    6.3 Eagle Crusher Donation

    Recommend to accept the donation of various school supplies (glue, scissors, paper, pencils, pens, crayons, Clorox wipes, tissues) from Eagle Crusher for the Intermediate and Primary Schools.


    6.4 Galion Booster Club Donations- Athletics

    Recommend to accept a $2,500.00 donation from the Galion Booster Club for athletic uniforms.

    Recommend to accept a $2,500.00 donation from the Galion Booster Club for field maintenance.

    8.1 Administrative Supplemental

    Recommend to issue a one-year supplemental contrat to Paul Wheeler as the Director of Federal Programs/CCIP Administrator for the 2018-2019 school year, as attached:


    8.2 Certified Extra-Duty

    Recommend to approve the following as Home Instruction Tutors for the 2018-2019 school year at the rate of $20.00 per hour:

    Recommend to approve out-of-state travel reimbursements for attending summer professional development opportunities to the following at the rate of $150.00 per day in lieu of a per diem, in agreement with the Galion Education Association, for the purpose of enabling the District to move forward with its initiatives:

    • Bobby Gossom: Rutgers University – New Brunswick, NJ, attended "Logistics, and Supply Chain Management" July 15-28, 2018- 14 Days.
    • Jaime Valentine: Purdue University - West Lafayette, Indiana - Project Lead the Way - Computer Science "App Creators" July 18-22, 2018 - 5 Days. 

    Recommend to approve the following teachers for Building Leadership Team (BLT) at the Middle School for the 2018-2019 school year. Compensation to be based upon the Extra-Duty Pay Schedule as defined in the GEA Negotiated Agreement.

    8.3 Athletic Extra-Duty

    Recommend to accept the resignation of Colten Moore, Boys Freshman Basketball Coach, effective September 12, 2018.

    Recommend to approve the following Athletic Extra-Duty Assignments for the 2018-2019 school year, contingent upon state certification and/or requirements applicable to the position. Compensation to be based upon the Extra-Duty Pay Schedule as defined in the GEA Negotiated Agreement, if applicable:

    • Todd Galownia - Girls Assistant Varsity Basketball Coach
    • Bobby Gossom - Boys Freshman Basketball Coach

     


    8.4 Classified

    Recommend to accept the resignation of Regina Jutz, Secretary I, effective September 23, 2018.

    Recommend to approve the employment of Kelly Phelps and Regina Estep, both Educational Aides for the District, effective with the 2018-2019 school year, contingent upon state certification and/or requirements applicable to the position. Salary to be based upon the OAPSE Local #370 Educational Aide Salary Schedule for the 2018-2019 school year.

    8.5 Administrative Support Staff

    Recommend to accept the resignation of Elizabeth Rutledge, Executive Secretary/EMIS Coordinator, effective September 23, 2018. 

    Recommend to approve the issuance of a one-year contract to Regina Jutz as Executive Secretary/EMIS Coordinator, effective September 24, 2018, contingent upon state certification and/or requirements applicable to the position. Salary to be based upon the Administrator/Unclassified Administrative Support Staff Salary Schedule for the 2018-2019 school year

    Recommend to accept the retirement resignation of Pamela Hayes, First Grade Teacher, effective May 31, 2019.


    8.7 Local Professional Development Administrative and Committee Members 2018-2019

    Recommend to approve the following LPDC Administrative and Committee Members for the 2018-2019 school year, per the terms and conditions of the GEA negotiated agreement:

    9. AGREEMENTS

    9.1 NCOCC Field Tech Assistant

    Recommend to approve the contract service agreement between the Galion City School District and Midland COG (NCOCC), effective July 1, 2018 through June 30, 2019, for the purpose of providing an Assistant Technology Coordinator to the District, as attached:


    9.2 2018-2019 Community Counseling Services, Inc. Agreement

    Recommend to approve the contract services agreement between the Galion City School District and Community Counseling Services, Inc., for the purpose of providing Licensed Counselor and Licensed Social Worker services to District students in need, effective for the 2018-2019 school year, as attached:


    9.3 2018-2019 North Central Ohio ESC - Audiology/Hearing Impaired Services Agreements

    Recommend to approve agreements between the Galion City School District and the North Central Ohio Educational Service Center for the purpose of providing audiology services and hearing impaired services, effective August 1, 2018 through July 31, 2019, as attached:


    9.4 City of Galion Use Agreements

    Recommend to approve a Cross Country Use Agreement and Heise Park Tennis Courts Use Agreement with the City of Galion, as attached:


    9.5 2018-2019 North Central State College CCP Agreement

    Recommend to approve an agreement between the Galion City School District and North Central State College, for the purpose of providing higher education opportunities to qualified learners within the District, effective for the 2018-2019 school year, as attached:


    9.6 2018-2019 Transportation- Shared Services Agreements

    Recommend to approve agreements between Galion City School District and the following school districts for shared transportation services to The Tomorrow Center, 3700 County Road 168, Cardington, OH 43315, effective August 21, 2018 through June 10, 2019, as attached:

    9.7 2018-2019 Seneca-Crawford Area Transportation Services Agreements

    Recommend to approve agreements between Galion City School District and Seneca-Crawford Area Transportation (SCAT) for the transportation of District students throughout the 2018-2019 school year.


    9.8 Ohio Bureau of Criminal Investigation VECHS User Agreement

    Recommend to approve a user agreement between the Galion City School District, the Ohio Attorney General and the Bureau of Criminal Investigation (“BCI”) regarding the Volunteer and Employee Criminal History System (“VECHS”) for criminal history record checks by a qualified entity under the National Child Protection Act of 1993, as attached:


    10. 2018-2019 SCHOOL BUS ROUTES/STOPS

    Recommend to approve the school bus routes/stops for the 2018-2019 school year and to authorize the Superintendent to make "as needed" revisions throughout the school year, as attached:


    11. 2018-2019 D.A.R.E. RESOLUTION

    WHEREAS, the Ohio Revised Code, Section 4511.191, (L)(2)(e), currently known as the DUI Law, established the Drug Abuse Resistance Education (D.A.R.E.) Grants Fund to be housed and administered by the Office of the Attorney General of Ohio; and

    WHEREAS, the primary purpose of the D.A.R.E. Grants Program is to assist in providing funds to local law enforcement agencies, specifically for the salaries of certified D.A.R.E. officers teaching, or planning to teach, the approved D.A.R.E. curriculum in the local schools; and

    WHEREAS, it is in the best interest of the Galion City Board of Education to avail ourselves of the opportunities provided by this program and to participate with complete commitment;

    NOW, THEREFORE, BE IT RESOLVED by the Galion City Board of Education, Galion, Ohio the majority of all members elected or appointed thereto concurring that:

    Section 1: The Galion City Board of Education supports all efforts by the Crawford County Sheriff’s Department to pursue funding to implement the D.A.R.E. Program in the Galion City Schools.


    12. AMEND RESOLUTION 8 - 8.21.18

    Recommend to amend Resolution 8 - 8.21.18 -  the Memorandum of Understanding between the Galion Board of Education and OAPSE Local #370 regarding the addition of a new job classification "Maintenance/Custodial Helper" to the current collective bargaining agreement July 1, 2016 - June 30, 2019.
